They never last longer than 6 months and are rarely current when you can find them.  That kind of chaos decreases efficiency.  Just as someone gets used to the current situation it changes and adjustments have to be made again.  Some kind of consistency is necessary for people so that they can &quot;work the system.&quot;</description>
